福州是一个典型的山水格局城市。为保护山水城市特色，在规划策略上宜采取分级保护、强化视廊控制的方式。在规划编制和实施层面，应将山体保护融入各阶段城市规划中，并以法定图则的形式加以落实，以实现山、水、城之间的“对话”，体现福州山水城市的空间形态和独特的景观风貌。

Conservation of Mountains in Fuzhou City

Fuzhou is a city surrounded by mountains and rivers. To protect the natural character of the city,conservation of mountains should be included in different levels of urban planning. Visual axes preservation should be stressed and guaranteed in statutory charts to achieve conversation between mountain,water,and city. In this way the natural morphology and unique landscape is expressed.
