目前,为了加强排污许可的事中和事后监管,国务院发布了《排污许可管理条例》,为生态环境主管部门的排污许可执法检查提供法律依据.本人根据《排污许可管理条例》,并结合多年的工作经验,现对排污许可证证后管理暨执法工作要点作了一些研究.
