| Abstract: | Based on the concept and characteristic of general technology, the necessity and basic principle of general technical screening are elaborated in order to solve the problem in government scientific and technological management. Combined with the reality in China, basic flows of the general technical screening standard are constructed to provide more references for government scientific and technological management. |
