水资源承载力的弹性区间

水资源的承载能力在不同国家、不同地区和经济发展的不同阶段应该有不同的含义,即使在同一地区同一时间,采用不同的政策也会有不同的数值,因此,水资源的承载能力有一定的弹性区间.根据我国的实际情况,分析影响水资源承载力的自然、技术和社会等方面的因素;提出水资源承载能力定量评价指标;讨论承载力评价参数的取值范围和弹性系数.最后结合长江流域的特点,分析长江流域水资源承载力,提出提高承载力的对策.

Elastic Space of Water Resource Carrying Capacity

Water resource carrying capacity should have different meanings in different countries, different regional areas or in different economic development periods. Even at same area and same time there must be also different magnitude under different policies. So water resource carrying capacity has an elastic space. The factors of nature, technique and society, which affect water resource carrying capacity, were analyzed based on our country practical situation. Some quantitative indexes for estimating water resource carrying capacity were put forward. The value ranges and elastic coefficients of these parameters were discussed. Finally the water resource carrying capacity of Yangtze River Basin was analyzed and some measures for its enhancement were proposed in combination with the river basin features.
