| 摘 要： | 项目评估是提高投资项目决策水平、提升投资效益、提高项目前期工作效率的需要。评估必须坚持独立、科学规范和客观公正原则,必须进行现状调研并确定好参数,必须对项目本身存在的问题和项目建设的必要性详细陈述。

| Abstract: | Project evaluation is a necessity to increase the decision-making level of investment projects,the returns on investment and the pre-project work efficiency.The evaluation must stick to three principles,namely independence,science and norms,and objectiveness and justice.The evaluation must also include investigating and studying the current situation,determining the parameters,and giving a detailed elaboration of the problems in the project itself and the need of the project construction. |
