激励-约束机制欠缺与城市经营中的政府行为异化

城市经营是近年来我国城市化过程中出现的一个热门话题。无可否认,城市经营的理念和思想对于当前的城市化有着很大的推进作用,但是当前在我国的"城市经营热"的实践过程中却出现了众多的城市经营行为背离其"以最小的市民负担获取最大的市民福祉"的实质和宗旨的现象,出现了形形色色的异化了的政府行为。这种现象的出现和滋生的根源在于我国城市的制度性缺陷,尤其是激励一约束机制的严重缺失。

Lack of Stimulus-constraint Mechanism and the Alienation of Government Action in City Management

These days, city management'has been a hot-spot in our country's urbanization process. Surely, the idea of city management is very helpful to accelerate the current urbanization. For city government the fundamental aim of city management should be pursuing the maximization of the social wealth with the least cost. However, in the practice, there are various unnatural government actions, which have already deviated from this aim. These phenomena are originated from our city governmentsi i- institutional defects, especially the lack or defect of the stimulus-constraint mechanism.
