审度“一网通办”态势下档案的给用——以省级国家档案馆为视角

最近一轮机构改革后,普遍多数的省级国家档案馆被划为公益一类事业单位,且鲜有在中央公务员主管部门备案成参照公务员法管理单位的报道。由于在国有企事业单位工作的经历是基层工作经历,因而现阶段的省级国家档案馆多为基层单位。处于尊重基层首创精神蔚然成风的环境下,省级国家档案馆要在库藏档案的给用环节探索首创做法。

To Evaluate the Supply&Standby Use of Archives under the Situation of"One Network Handle All"-Under the Perspective of Provincial State Archives

After the latest round of organizational reform,most provincial state archives are classified as public welfare institutions,and there are few reports that the central civil service departments approved to managing with reference to civil service law.As the experience of working in state-owned enterprises and institutions is grass-roots work experience,at the present stage most provincial state archives are grass-roots units.In an environment where grass-roots initiative is the norm,provincial state archives should explore initiatives in the supply&standby use of archives.
