| 摘 要： | 本文用大量数据及灾情案例分析了我国所面临的现代灾害的严峻形势,尤其就城市灾害系统及潜在隐患探讨了城市灾害风险谱及灾害分类集合.作者从综合防灾的系统科学大体制分析了传统研究理论与方法的缺陷,提出了减轻城市灾害软科学与硬对策相结合的系统框架、模型及实施细则.

| Abstract: | This paper,by using a vast amount of data or cases,makes an exposition on the severe conditions of city disasters we are facing.However in fact,the level of urban disaster prevention in China is very low.From the point of view of systematic science,it puts forward proposals for the tasks amd con- tent of the systematic engineering of China's urban disaster reduction. |
