| 摘 要： | 指挥控制系统是最重要最复杂的军事信息系统,从信息系统顶层设计和综合集成的角度,介绍美军指挥控制系统开发使用过程中遇到的问题和采取的解决方案,包括作战概念开发、战斗力生成、数据战略、服务战略、新的体系结构和联合作战能力开发技术等,提出了采用建立网络化开放协同的生态环境来破解军事信息系统顶层设计和综合集成的难题。

| Abstract: | Command and control （C2）system is one of the most important and complex military information systems.From the information system architecture design and integration,problems and solutions in developing C2 systems are described including operational concept development,doctrine, organization,training,materiel,leadship and education,personnel and facilities （DOTMLPF）devel-opment,data strategy,service strategy,new architecture and joint capability developing technology. A solution of building an open and collaborative network enabled ecological environment is proposed to solve key issues in military information system design and integration. |
