| 摘 要： | 把社区建设成为管理有序、服务完善、文明祥和的社会生活共同体,是当前我国坚定不移地发展社会主义民主政治的重要内容,也是时代赋予各级地方政府神圣职责。在和谐社区的建设中,地方政府应该将自身定位为构建社区组织的指导者、培养居民公共意识和自治理念的传播者、社区建设和社区生活的保障者、培育社区服务组织和自治力量的教育者、社区自治经费的稳定提供者。
