| Abstract: | From optimizing the hard and soft environment of ShaanXi economic society, this paper discusses many specific countermeasures of communications, telecom munications, ecological construction, policies, laws and regulations, legal surroundings and medium markets in order to build a sound economic social environment and attract the external production factors to the west development. |
