渐进式改革与中国的城市化

以制度变迁的理论分析并展望了渐进式城市化的发展趋向 ,小城镇战略就是渐进式改革方式在城市化领域内的具体实践。它作为乡村向城市转型的过渡性环节和渐进式城市化的增量改革方式 ,在没有彻底改变既有城乡利益格局和保持社会基本稳定的前提下 ,促进了近 2 0年来中国城市化水平的稳步提高。与此同时 ,小城镇发展中也出现许多问题 ,这也与渐进式改革方式所固有的某些弱点有关。最后就目前规划管理制度改革和《城市规划法》的修订发表了自己的观点。

THE INCREMENTAL REFORM AND THE URBANIZATION IN CHINA

The small town strategy is actually an incremental reform practice in the process of urbanization. It indeed raised the level of urbanization in the past 20 years.
