城市地下综合管廊PPP项目交易结构设计

交易结构是影响政府和社会资本方进行友好协商、顺利签约以及确保PPP项目成功运作的关键因素。在分析城市地下综合管廊PPP项目特点、交易结构对其重要影响及合法合规性、可操作性、效益最大化原则的基础上,结合最新国家政策导向,设计出符合我国城市地下综合管廊应用的PPP项目交易结构,并从创造良好的投融资环境、建立动态的调价机制、构建灵活的风险分担及价格补偿机制、建立科学的绩效考核标准和畅通的信息交流沟通平台等方面对构建和完善PPP项目交易结构提出相关对策建议,以期为我国在城市地下综合管廊工程领域推广应用PPP模式提供决策参考。

Design of Transaction Structure for PPP Project of the Urban Underground Municipal Utility Tunnel

Transaction structure is the key factor that affects friend consultation,smooth contraction between the public and private parties,and it ensures the successful operation of PPP project.Based on the analysis of the characteristics of urban underground municipal utility tunnel PPP project and the important influence of the transaction structure on it and the principle of legal compliance,operability and benefit maximization,combing with the latest national policy guidance,this paper designed PPP project transaction structures according to urban underground municipal utility tunnel which is in line with the application of China.Relevant countermeasures and suggestions on building rand completing the PPP project deal structure were put forward from the aspects of creating good investment financing environment,establishing a dynamic adjustment mechanism,constructing flexible risk sharing and price compensation mechanism,setting up a scientific performance appraisal standards and unimpeded information communication platform.The analysis can provide reference for the application of PPP model in the field of urban underground municipal utility tunnel project in China.
