Abstract: | Over the past year, the future makeup of the US electric transmission industry has become better defined, although a number of unresolved issues still remain. The Federal Energy Regulatory Commission (FERC) has articulated its vision of a national transmission grid controlled by large entities, which it calls regional transmission organizations (RTO).
