| 摘 要： | 项目代建制作为政府投资管理制度的一项重大变革,在充分利用有限资金的利用效率,提高项目管理效率,促进社会经济发展等方面具有重要意义。然而项目代建制实施过程中的也存在一些问题。本文针对代建制实施过程中存在的问题作出初步的研究,并从法律法规、代建单位、代建工程合同、招投标制度等因素入手,提出相应的完善与发展代建制的若干建议。

| Abstract: | As a important policy reform of government invest management, the agent construction system plays a significant role in making use of limited funds effectively, improving project management efficiency and promoting society economy development. Toward to the problems existing in this process, the paper puts correspongding suggestions for improving this policy from the laws and regulations, agent, agent contract, bidding system and other factors. |
