| 摘 要： | 电力通信网是电力系统的重要组成部分，是电力系统管理、运营不可缺少的基础设施，是电力企业实现安全、稳定、经济和高效运营的必要手段。文中分析了电力系统行政交换网的发展现状和存在问题，介绍了目前交换技术的最新进展，提出了电力系统行政交换网发展应遵循的有关技术政策，以及“十五”期间电力系统行政交换网络优化方案和各大区、省行政交换网络的组网建议。
