现阶段中国政府管制发展趋势与政策思路探析--基于对自然垄断性行业的分析

针对现行的自然垄断性产业在经济性管制体制下存在的低效率运转以及缺乏竞争活力等问题,依据自然垄断性行业的特点与变化趋势,提出对自然垄断性行业进行约束与规范,既是政府管制的导源地,而且也应是其目标所在和最终的落脚点.政府管制应进一步放松经济性管制,相应地加强社会性管制以及逐步完善法律、法规制度,则不仅能建立起动态性的政策制定与调整机制,切实保证相关政策的灵活性与适应性,而且也能从总体上使整个自然垄断产业处于规模经济与竞争活力相兼容的有效竞争状态.

An Analysis on the Development Trend and Policy of the Current Government Control in China--in View of Analyzing Natural Monopolized Industry

Aiming at the current issues of low-efficiency and competitive ability of natural monopolized industries under the economic controlling system and based on the characteristics and development trend of these industries, the paper presents that the standardizing and restricting to the industries is the first target and the final objective of government control. Government should loose its economic control and continuously enhance the social control and improve law and regulation system in order to set up a dynamic policy-making system and modifying system. Then, the flexibility and suitability of relevant policies could be achieved to reinforce the positive competition and development.
