基于语义的电子政务资源共享

针对目前电子政务信息化建设中出现的异构数据资源共享难的问题,本文提出一种基于语义的电子政务体系结构。在传统的电子政务系统中加入了一个资源本体表示层,使得各个异构的政务系统可以通过本体实现资源共享,并以公文本体的设计为例,从概念实体、属性和关系三方面介绍了创建资源本体的方法,同时采用OWL语言进行描述。初步研究表表明,将本体层引入到电子政务体系机构中,可以在相当程度上解决不同政务系统之间异构数据的共享问题。

Semantics-Based E-Government Resources Sharing

In this paper,a new ontology-based system structure is presented, In this strucrure.a resource ontology expression layer is inserted into the traditional E-government system structure, which enables the isomerous data resource from different system sharings. We use the document ontology as an example,and introduces how to create a resource ontology on the aspects of entity, property and relationship. Finally,we use OWL to describe the ontology we create. Elementary study shows that this method is superior to the traditional structure of E-government,and it can resolve the problem of isomerous data resource sharing to a certain extent.
