黄河断流及水资源变化特点

依据黄河多年的水文资料，分析黄河断流的状况、原因及其影响．认为黄河断流的成因主要是水资源供需失衡和对水量的调控能力不足，不能充分发挥水利工程的以丰补枯作用．造成黄河径流变化的原因：一是近期水量偏少，使黄河处于枯水期；二是人类用水的需求及对流域产汇流的影响．从可持续利用黄河水资源角度出发，提出加强黄河水量实时调控，加强水资源的统一管理和调度，坚持“开源节流，节流为主”的综合治理开发原则．

Characteristics of Zero Flow and Water Resources in the Yellow River

On the basis of the hydrological data of many years,the situation,causes and impacts of zero flow and the characteristics of water resources in the Yellow River are analyzed in this paper.It is considered that main causes of the zero flow are:off balance of water supply and demand,insufficient capacity of regulating water,and incomplete effect of water works on water compensation during the zero flow period.The reasons of change in runoff are:less rainfall recently causing the Yellow River to be in low water period,and the impact of human water demand to the confluence.Some measures are suggested to ensure the substainable development of the Yellow River:strengthening real time regulation,exercising unified management and control of water resources,and imposing the intergrated regulation principle “tapping all the available water resources and serving water,centering on water serving.
