| 摘 要： | 党的十六大提出了构建社会主义和谐社会的重大战略任务。构建和谐社会,促进社会的全面发展和进步,关键是人的全面发展,要促进人的全面发展,很大程度上取决于人民群众的基本权利得到保障,保障人民群众的基本权利,是构建和谐社会的核心问题。
