| 摘 要： | 应急通信为各类紧急情况提供及时有效的通信保障.本文从应急通信综合体系的建立以及不同紧急情况入手,分析个人紧急情况以及突发公共事件等各类不同情况下应急通信的不同目标及不同需求,并针对新技术的发展,提出新形势下应急通信面临的新的需求与挑战.

| Abstract: | Emergency telecommunication provides timely and effective telecommunication assurance for diversified urgent scenarios. The article begins from the building of emergency telecommunication integrated system and different urgent scenarios, analyses the different objectives and different requirements of emergency telecommunication in the case of different urgent scenarios, such as personal or public safety events, and raises the new requirements and challenges in the new situation according to the development of new technologies. |
