浅谈水管体制改革后机动抢险队的管理模式

黄河专业机动抢险队是一支快速反应军事化、技术过硬专业化、队伍装备现代化的防汛抢险队伍，负责所辖黄河河段内发生的急、重、险、难等抢险任务，在历年的防汛抗洪抢险中发挥了重要的作用。结合郑州河务局第一机动抢险队的现状，探讨了管养分离后机动抢险队的机构、财务、经营等管理模式。

Management model of mobile emergency handling team after reform of water management system

The emergency handling team of the Yellow River is regarded as fast response, high-professional and well- equipped. They have played an important role in the history of flood fighting in the history whenever emergency happens in the Yellow River Basin. In the light of the present situation of the No. 1 Emergency Handling Team of the Zhengzhou River Affairs Bureau, the organizational, financial and operational model of emergency handling team after the reform of water management system of separating management and operation is discussed.
