水资源丰度模型研究

摘    要:水资源量的概念及其计算一直是国内外水利界所关注的问题。目前水资源量是一个体积意义上的概念,它未考虑淡水作为资源的时效性,简单地认为“等量即等价”。为弥补水资源量概念存在的缺陷,从时空的角度提出了水资源丰度模型,并在模型中开拓性地提出了“淡水寿命”概念,用于描述水资源的潜在价值,同时还尝试性地把淡水的污染和治理也纳入该模型中。该模型为评估地区水资源富含程度、界定水资源归属和评价河流战略地位等提供了新的途径。

Abstract:How to define and estimate water resources (WR) remains a problem appealing to hydraulic professionals in China. The currently used WR amount is of volumetric meaning, and unable to consider temporal validation of WR as a kind of resources. It means that equal value for equal WR amount. For the purpose of overcoming the defect with WR concept, a new model which considers the richness degree of WR has been proposed with a concept of fresh water life first ushered in to define potential value of WR. Besides, the model includes pollution and treatment of fresh water. It is used to evaluate local WR richness degree, distinguish WR ownership, strategic position of river basin, etc.
