从"抗震救灾"走向"防震减灾"

汶川地震的震害调查表明,严格按照抗震规范进行设计、施工质量有保证的新建建筑完全可以达到"三水准两阶段"的设防目标,而由于历史原因未进行抗震设防的建筑物,如果实施有效的抗震加固措施,同样可以达到三水准要求。为了避免类似巨大灾难的再次发生,应从"抗震救灾"走向"防震减灾",对既有建筑的抗震能力进行鉴定和适当的加固,眼前的这些资金投入会在未来的地震中产生巨大的投入产出比。

Damage investigations from Wenchuan Earthquake indicate that new buildings strictly designed according to seismic code and under quality supervise can reach to the fortification objective "three-level and two-stage".As to the building without seismic design for some reason,they can also meet to the fortification level if some effective strengthening measures provided.In order to avoid the same big disaster happening in future earthquake,the designation idea shall change from "earthquake disaster relief" to "earthquake disaster mitigation".Appropriate appraisement and strengthening about the building's seismic ability can provide high ratio of input-output.
