基于污染治理投入度指数的工业废气排放与治理投资关系

降低工业污染物排放强度,有效治理工业污染物,是中国实现工业化的关键环节.以工业废气污染物的排放与治理投资关系为重点,提出污染治理投入度指数（PCⅡ）；以中国31个省市自治区为研究对象,针对工业废气中的SO2和烟（粉）尘,统计其排放量,并计算对应的PCII值,最后进行对比分析.结果表明：PCⅡ值愈大,污染治理投入力度愈大,反之愈小；31个省市自治区治理工业废气投资与对应的PCⅡ值呈正相关关系；污染治理滞后于工业化的进程；一些地区治理工业废气投资不够或分配不均衡.PCⅡ值是表征环境污染治理力度的指标,对于评价经济与环境的关系有重要作用.

Relationship Between Industrial Waste Gas Emission and Control Investment Based on Pollution Control Investment Index

The key links to realize industrialization in China are reducing the emission intensity of industrial pollutant and treating industrial pollutant effectively. The relationship between industrial waster gas emission and control investment was focused, and the pollution control investment index （PCII） was put forward; 31 provinces, cities and autonomous regions were taken as an example, emissions of SO2 and smoke （powder） dust in industrial waster gas were used to calculate the corresponding PCII values, and then were contrasted. The results show that the more PCII value is, the greater pollution control investment is, and vice versa; the relationships between industrial waste gas control investment and corresponding PCII value for 31 provinces, cities and autonomous regions are positive; pollution control lags behind the industrialization; industrial waste gas control investment was insufficient or unbalance in some regions. PCII value can show the environmental pollution control condition, and plays an important role on evaluating the relationship between economic and environment.
