以科学思想、科学精神统领科学素质建设

我国科学技术普及承前启后的重要文献——《全民科学素质行动计划纲要》的颁布与实施,标志着我国科学技术普及进入了一个新的转型期。“转型期科普”由于具有许多不同于“传统科普”的特点,特别值得我们花大力气研究。首先是因为转型期科普正在并已经发生了许多足以引起人们注意的重大变化。其二,还在于“转型期是个瓶颈”,“瓶颈会发生淤塞现象”。其三,处于快速发展期的我国,为科普转型提供了更多的机会与条件。实现我国科普的转型,有三方面的问题比较突出:其一,从科普内容来说,科学普及要覆盖科学内涵的全部,要包括科学知识、科学思想、科学方法、科学精神这“四科”,应以科学思想、科学精神作为统领科学素质建设的主线;其二,在科普经费投入机制、科普工作机制、科普人才投入机制建设上还有很长的路要走,并提出了相应建议;其三,建立科普评价机制,加强质性评价研究。

Construction of Scientific Literacy in Line with Scientific Ideas and Scientific Spirit

Now science popularization in China is in the course of transition, which is quite different from the traditional one. We should make a good study of it because: first, great changes have taken place and are taking place during this period; second, the transition is just like the neck of a bottle where blocks may appear; third, our country in quick development provides more opportunities and better conditions for the transition of science popularization. To realize the transition in science popularization, we should pay more attention to the following:1. As for the content of science popularization, it should contain all meanings of science , including scientific knowledge, scientific thoughts, scientific methods and scientific spirit. 2. Set up three new mechanisms for science popularization in China. They are: more input , better working mechanism and more qualified scientists and technicians for science popularization. 3. Set up evaluation mechanism for science popularization, promote researches on quality measure.
