基于灰色层次分析法的小水电代燃料生态保护工程可行性评价

摘    要:小水电代燃料生态保护工程是以生态效益为主的一项公益性工程。常规小水电的评价指标和评价方法不适用于小水电代燃料工程可行性的评价。本文建立了小水电代燃料工程多目标评价指标体系,采用灰色层次分析模型进行评价,消除了因专家个体差异给评价结果带来的不确定性。并以山西省陵川县小水电代燃料试点区内两座代燃料生态电站为例进行实例分析,结果表明所采用的指标体系和方法是可行的,能够为小水电代燃料工程的可行性评价提供决策依据。

Abstract:The small hydropower for fuel project was a commonweal project,mainly targeted for ecology benefit.The normal indexes system and evaluation method can't be suited to it.So in this paper,the indexes system of multi-objective evaluation has been established by using the gray analytic hierarchy process to eliminate the uncertainty taken by individual diversity and applies the model to two small hydropower for fuel project of experimental unit in Lingchuan County in Shanxi Province.The results shown that indexes system and model was feasible,and can be provided the basis for feasibility assessment of small hydropower for fuel project.
