| Abstract: | This paper applies the residence utility principles to the study of public housing rent and regards that the average utility of a household determines the public housing rent level. It also suggests that the government use multi-level public housing rent to substitute for single-level in order to make the policies for public housing rent more just, equitable and effective. |
