我国农村土地流转制度改革及城乡规划的思考

我国农村土地制度在建国后经历了多次变革,与我国城乡二元结构的背景密切相关,历次土地制度变革反映了我国城乡关系的转变.2008年10月十七届三中全会上正式提出的新的农村土地流转制度,立足解决我国的农村问题,必将会促进我国城乡一体化的发展.日本与我国同为人多地少、资源缺乏的国家,经历过多次土地制度改革并成功实现城乡协调发展.在对比借鉴日本经验的基础上,从城乡规划的角度,分析了我国新的农村土地制度可能会带来的社会风险,如城乡矛盾转入城市:生活预期无法实现引发社会问题;经济利益下"公平性"丧失;加剧农村老龄化;城乡统一的社保体系带来经济风险.并提出了规划建议,包括:从"一元规划"向"一体规划"转变;加强农业用地的合理经营方式和规模的研究;多种方式转移与安置农村剩余劳动力;产业一体化发展.

An Analysis on the Reform of Rural Land Circulation and Urban-Rural Planning
