强化蔺河口水电站工程建设管理的实践

陕西岚河水电开发有限责任公司以“包工期、包质量、包安全、包投资”的方式，对蔺河口水电站工程建设实行总承包。几年来，公司不断深化项目法人责任制、招标承包制和建设监理制，强化合同管理，努力控制和降低工程造价，加强设计审查和优化设计，加大质量管理和安全管理力度，取得了可喜的成绩，为创精品工程打下了基础。尤其是引入设计监理，通过优化设计降低工程造价达1000万元以上。此外，在送出工程和移民工作方面，也有一些经验和教训值得总结。

Practice of strengthening the construction and management of Linhekou Hydropower Project

The Shaanxi Lanhe Hydropower Development Limited Company undertook the lump-sum contact of the construction of Linhekou Hydropower Project in the way of fixed construction period, guaranteed quality and safety and arranged investment. For several years, the Company has continuously deepened the project legal person responsibility system, bidding and contracting system and construction supervision system, strengthened the contract management and strived for controlling and reducing the project cost. Meanwhile, it also has strengthened design check and optimal design and increased the quality and safety management, which has gained gratifying achievements. Especially the introduced design supervision and optimal design have reduced the project cost of over 10 million Yuan RMB. In addition, some experience and lessons are worth summing up in the aspects of the outgoing project and resettlement work.
