| Abstract: | Scientific decision must regard implementation of scientific development view as the prerequisite,cherishing and favoring the people as the starting point and standpoint,and regard following scientific decision principle and implementing scientific decision procedure as the basic route.These three ＂must＂ s are not only basic ideas of implementing scientific decision,but also the fundamental guarantee of implementing scientific decision. |
