政府投资工程集中代建管理模式的改革研究

摘    要:“集中代建模式”改革是完善我国政府投资工程管理体制的一种有益探索,其核心是有效弱化这一领域的高度信息不对称性。实践中,不能仅仅满足于“集中代建部门”的设立,如要实现公平、经济和高效诸目标,良性运作机制的建立是关键。文章认为应以提升政府行政管理技能为切入点,通过赋予专业自主权和灵活的内部管理方式来提升执行部门效率;同时,在厘清各部门职能基础上,加大各环节透明度,并对各部门绩效进行科学考核,从而保证建设过程的规范和廉洁。

Abstract:The reform on "Centralized Deputy Construction Model" is a good attempt made to perfect the system of the government invested projects in China.The core of this model is placed in weakening the asymmetric information.In practice,the setup of the sectors concerned in "Concentrated Deputy Construction Model" is not enough to fulfill the goals of justice,economy and efficiency.The benign operation system is the key to these goals.The writer believes that the improvement of the skills of the government executive management should be treated as the cut-in point to raise the efficiency of executive sectors through the implementation of the professional independent authorities and internal management;at the same time,based on the clarification of functions of each sector,the criterion and probity of constructions should be guaranteed through increasing transparency of the processes and scientific evaluations of performance of various sectors.
