2007年9月,中国石化集团公司党组对镇海炼化的领导班子进行了调整,同月,批复成立乙烯工程项目管理委员会和项目经理部,镇海炼化100万t/a乙烯项目建设也随之进入了快速发展的轨道。当时中国石化集团公司总经理苏树林代表党组指出,镇海炼化要围绕"建设成为世界级炼化一体化标志性企业"这个目标实现高质量发展。
