西欧电网“11.4”大停电事故的启示

介绍了西欧电网“11.4”大停电的发生和发展过程，从电网调度运行角度分析了此次大停电事故中反映的问题，从电网调度、网架结构、安全分析、运行备用、事故预案、第三道防线、后备保护应用、支持系统等方面总结了此次事故的经验和教训。在此基础上结合华东电网的实际情况，对加强电网安全生产、电网薄弱环节分析、反事故演习、紧急事故预案编制、并网电厂的协调管理、保护运行管理等提出了多项建议，以供电力系统相关部门及工作人员参考。

Lessons and Enlightenment from Blackout Occurred in UCTE Grid on November 4, 2006

The whole process of large scale blackout occurred on November 4,2006 in Union for the Co-ordination of Transmission of Electricity (UCTC) power grid are presented and in the viewpoint of power grid dispatching and operation the problems revealed in this large scale blackout are analyzed.The lessons and enlightenment from the large scale blackout,such as in the aspects of power grid dispatching, power grid structure,security analysis,system reserve, premeditated project of accidents,application of backup protection and so on,are proposed.On this basis and combining with practical situation of East China Power Grid, some suggestions on enhancement of secure operation of power grid,analysis on weak links in power grid,anti-accident exercise,emergency mechanism establishment,coordinative management of parallel-operated plants,operation and maintenance of protective relayings,etc.,are put forward.
