试论农村住宅投资与农居地整理

农业、农村和农民问题是中国悬而未决的现实难题，同时也是经济和社会理论争议的焦点．在中国农村人口多、土地少、人口流动受限的现状面前，不论是政府的“周济”，还是农业技术的进步。甚至是方兴未艾的小城镇化建设都显得无能为力．从发展经济学的研究视角对国内个案进行分析，发现农居地整理和农村住宅投资不仅可以解决农业社会沿袭数千年的自然村散乱无序、人居条件差和土地占用量大的矛盾，而且更重要的是为农业产业化和农业剩余劳动力的转移提供了契机。进而为经济结构变迁中实现农村一体化的经济体系准备了条件．

Tentative Study on Rural Housing Investment and Land Consolidation

Issues concerning agriculture, rural areas and farmers remain a deadlock unresolved, and they are theoretically focused by both economic and social disputes as well. The fact has it that China has a larger rural population but a smaller per land proportion, and the mobile work-orce is exposed to bundles of constraints. Either official financial assistance or agricultural technological progress has turned out to be less efficient, and even the small town program has evidenced its failure to solve the above issues. This paper employs the developmental economics, cased by practical samples, and develops an opportunity from land consolidation for rural housing investment. It not only targets on the conflicts among the traditional disorder of unplanned villages, environmental difficulty of residences and excessive occupation of land, but more importantly, it initiates a sequence of institutional changes which produce opportunity for agricultural industrialization and shift of agricultural work-force surplus.
