This paper introduces a computer on slice controlled in-circuit resistances and capacitances tester. It gives the measuring principle and the design thoughts and the hardware and software of this tester. It proposes an efficient method of mensuring in-circuit capacitors called highfrequcncy approximated method. And it improves on in-circuuit resistances measuring. With this intelligent tester, the measuring speed can be increased and the PCRs (printed circuit boards) can be kept non-destrcuctively. It is a big breakthrough in the field of traditional electronic measurenent.
