浅谈大型原油储备库罐组安全设计

针对大型原油储备库罐组安全设计,从罐组事故液体的防控安全和罐组防火堤安全高度的设置两方面探讨。提出并分析了目前存在的几种观点及做法,建议罐组安全设计应在严格执行规范的基础上,根据不同储备库的自身特点,兼顾安全与经济要求,综合加以考虑。最后提出了防范罐组安全的一些其他措施:加强罐区倒罐作业功能、储罐工艺阀门的选择有利于开关操作、加强工作人员的安全责任意识等。

BRIEF DISCUSSION ON SAFETY DESIGN OF TANK GROUP IN LARGE CRUDE OIL RESERVE BASE

This article proposes and analyzes several different existing views and practices based on the safety design of tank group in large crude oil reserve base,and discusses two aspects including the prevention of accident liquid and the safety height of dike for tank group.It is necessary to ensure the safety and reliability in the design of tank group,and appropriate economic rationality should be considered based on different characteristics.Some other measures against accidents are also proposed such as the selection of valves in favor of switching operations,enhancing staff awareness of security responsibilities,and so on.
