| 摘 要： | 分析建筑垃圾减量化、资源化的思想认识、法制建设、技术研发及其现状，指出建筑垃圾减量化排放和资源化利用的关键问题是地方政府缺乏高效的综合协调管理机构和操作性强的联动激励制度，提出建立政府主导的利益驱动机制是改变目前状况的积极对策。
