谈国有企业改革中政企分开问题

国有企业改革必须解决好政企分问题。本文认为政企分开不是政企分家，而是政企职责分开，政府仍必须对企业及至国有经济进行宏观调控。正企分开必须政资分开，借鉴国外先进经验，改革目前国有资产管理体制，在人大委员会负责体制下实现企业运转方式全部采取经济形式。

A Discussion on the Issue of Separation of Government Function from Enterprise Behavior in the State-owned Enterprise Reforms

The issue of separation of government function from enterprise behavior must be well solved in state-owned enterprise reforms.This paper discusses that separation of govern- ment function from enterprise behavior is not divided up property and live apart,is sepa- rated from respective duties.Government must have macro-adjustments to the enterprise and state-owned economy.The separation of government investment,using the experience of other countries for reference,reforming the state-owned assets management system and realizing the economic way by enterprise under the system that the National People's Con- gress takes charge of.
