中国南方喀斯特荔波世界自然遗产地保护与可持续发展

根据系统论的思想,科学分析了荔波世界遗产地的环境与发展压力,总结了荔波世界自然遗产地保护与可持续发展模式:依据"保护为主、科学发展、永续利用"的原则,按照"核心区保护为主、缓冲区治理与发展相结合、流域上游区防治结合"的保护理念,在遗产地采取保护性建设、发展和基础设施建设3种措施。同时指出,需建立或采取诸如世界遗产公约长效机制、国内外合作交流体系和流域综合治理机构等保护措施,以适应时代快速变迁、全球化进程加快等带来的机遇与挑战,真正实现遗产地保护与可持续发展。

Study on the Protection and Sustainable Development of South China Karst Libo World Natural Heritage Site

According to the system theory,the environment and development pressures of Libo World Natural Heritage Site are scientifically analyzed,and the model of protection and sustainable development in Libo World Natural Heritage Site is summed up:on the basic principle of "priority in protection,scientific development,sustainable use",in accordance with the concept of heritage protection "core zone for protection,buffer zone for integration of management and development,upper catchment zone for combination of prevention and management",and taking protective measures of construction,development and infrastructure construction.It is pointed out at the same time that it need to establish or adopt,such as the long-acting mechanism to World Heritage Convention,the cooperation and exchange system between domestic and international parties and integrated river basin management institutions,in order to adapt to the opportunities and challenges originated from the era of rapid change and globalization,and truly realize the implementation of conservation and sustainable development of heritage.
