| 摘 要： | 危机与灾害有其特有的关联关系，研究这种关系，有利于形成正确的观念，并用于指导实践。在分析危机与灾害关联关系的基础上，指出了目前存在的“重灾害、轻危机”和“重灾害应急处置、轻危机预警管理”问题，并提出了构建公共危机预警管理系统的建议。

| Abstract: | There is a unique relation between crisis and disaster,research on which can help us develop proper attitude for practical guidance.Based on the analysis of the relationships between crisis and disaster,this paper points out the existing problems,such as attaching importance to disasters while neglecting crisis,paying much more attention to deal with disasters but neglecting early-warning management of crisis.It is suggested in this paper to build an early-warning management system for public crisis. |
