摘    要:有效的危险源监测与突发事件应急系统是世博会安全保障体系的重要组成部分。该文介绍以上海市减灾综合信息系统为基础平台,架构面向世博的危险源监测应急系统的一般方法,从危险源的监测、数据的卫星传输、现场信息的分析预判与预案启动等方面对系统进行深入分析。该系统可以实时监测世博场馆及周边地区危险源,具有多源信息获取和快速应急反应能力,能预防城市重大危险源灾害并降低其可能造成的损失,推动其他部门利用这些信息提升各自的应急管理水平。

Abstract:An effective hazard-installation surveillance and emergency system is an important part of World Exposition(Expo) safeguard system. The general approach of construction of hazard-installation surveillance and emergency system for Expo based on Shanghai disaster reduction comprehensive information system is introduced. Through hazard-installation surveillance, data transportation by satellites, real-time information analysis and estimation, emergency plan, the system is analyzed. The system with the ability of multi-source information acquisition and quick emergency response, is able to survey the Expo venues and hazard installations in circumjacent regions thereof real-timely. The system, which can prevent disasters caused by urban major hazard installations and reduce casualty, will promote other departments to advance their emergency management by using the information.
