Abstract:Uses the concepts of measurement equivalence and equivalence of relations with external variables to clarify the central issues in scrutinizing psychological tests and their fairness to ethnic and cultural minority groups. The basic ideas, results, and implications are described using these concepts. The criticisms of this article by P. Bobko and J. F.
