| 摘 要： | 建设工程的建设在为人类创造生产、生活环境的同时，也在消耗自然资源，影响生态环境．为了优化资源配置，保护环境，实现全社会可持续发展，政府必须加强对建设工程环境质量的监督管理．在对建设工程环境质量的重要性和政府监督的必要性作了深入分析的基础上，从建设工程环境质量形成过程阐明了政府监督管理的主要内容，结合我国建设工程质量政府监督的实际，基于投入产出、信息经济学的理论和人本管理、系统整治的观点，提出了建设工程环境质量政府监督管理有效进行的原则和方法．

| Abstract: | The coustruction of engineering creates environment of human production and life, at the same time, it also consumes natural resources and breaks ecological balance. The government must strengthen supervision on the environmental quality of construction engineering for the aim of sustainable development in the whole society and for protecting environment and optimizing resources. The importance and necessity of government's supervision are analyzed. Main contents of government's supervision quality are expounded. Finally, on the basis of input-output and information economics theories and in the view of humanism and systematical improvement, eight effective methods and measures are put forward, combined with our country's present situation and development trend. |
