| 摘 要： | 在水权制度建设逐步推进的政策环境下，制定松辽流域初始水权分配原则的基本要求，并且按照政策目标和操作准则的划分，分别提出初始水权分配的总体原则和具体原则。考虑到具体原则的复杂性和进一步调整完善的可能，特别对具体原则的设计思路和具体原则所反映的不同视角及其内在逻辑予以详细论述。

| Abstract: | As the policy environment for water right system establishment is gradually improved, basic requirements is made for making principles of initial water right distribution in the Songliao River basin, and both general and specific principles of initial water right distribution are put forward. The initial water right is divided based on the policy and operation criteria. The authors also carried out detailed discussions on the thinking of specific principle design and different angels or internal logic reflected from the specific principles, in considerations of complexity of specific principles and possibility of making further justifications and improvements. |
