摘    要:电网能否稳定运行的关键在于网架结构,坚强的网架结构来源于合理的电网规划.文章提出了一种将电网的可靠性指标转化为经济性指标,并将其作为目标函数一部分的电网规划新方法.该方法将缺电成本划分为静态和动态成本两部分,使得电网规划的数学模型更加完善,体现更广泛的社会效益,客观上有利于电网防灾.

Abstract:The key problem that whether the power grid could maintain its stability depends on the grid structure and strong grid structure stems from rational power network planning. A new power network planning method which can transform the reliability index of power network into economic index and take it as a part of objective function is put forward. This method divides the power outage cost into tow parts, i.e., the static power outage cost and the dynamic power outage cost, to make the mathematical model of power network planning more perfect and to reflect more extensive social effect, objectively, such a treatment is favorable to avoid the calamity of power system.
