摘    要:为研制高性能实时车牌照识别系统,提出一种基于改进HSI模型的车辆牌照检测技术,依据转换后的车牌图像纹理特征设计了基于人工神经网络和投影算法的车牌区域检测和定位算法.结果表明,静态图片实验定位准确率98%,车牌检测率91%,得到了很好的车牌定位效果,静态图像处理速度为0.032s/幅,证明提出的定位方法可满足实时系统对识别速度的要求.

Abstract:In order to improve the performance of license plate recognition system,an advanced approach to the detection of the License Plate based on the Modified HSI color model is proposed.According to the actual situation of recognizing license plate,the ANN(Annual Neural Network)and projecting algorithm are applied to detect and locate the license plate in the video image by using the texture features of the transformed image.The test shows the location accuracy rate for static images is 98%,detection rate of plate is 91%,and processing rate is 0.032 second per frame,which meets the requirements of processing rate in real-time system.
