考虑配网负荷曲线特性的低频减载执行方案调整方法

摘    要:在我国交直流电网互联规模及新能源发电并网容量持续扩大背景下,系统发电侧面临的有功缺额风险增加,这对电网第三道保护防线低频减载方案在地市电网的执行可靠性提出了更高的要求。针对现有执行方案轮次线路调整方法下执行合格率较低、稳定性较差及时效有限的不足,提出一种考虑配网线路负荷特性的轮次线路调整方法。基于低频减载方案设计执行评价指标,建立执行方案线路调整优化0-1整数规划模型,并加入考虑线路相对全网负荷曲线趋势相似性及线路负荷曲线波动性的诱导函数,实现算法流程设计。基于实际工程案例进行实证分析,证明了所提方法下轮次执行合格率及稳定度、应用时效相对现有方法均更优。通过建立低频减载执行方案评估决策系统,有效提升执行方案管理智能化水平,对地市电网低频减载执行方案的调整优化具有一定的参考意义。

Abstract:Given the continuous expansion of the AC/DC power grid interconnection scale and capacity connected with grid generated by new energy, the generation side is facing an increasing risk of active power shortage. This then brings higher requirements for the implementation reliability of the third line of defense low frequency load shedding scheme in a local power grid. There are shortcomings of the round load adjustment methods for the existing implementation scheme, such as low qualified rate, poor stability and poor timeliness. Thus this paper proposes a round load adjustment method considering the load characteristics of distribution network lines. Based on the low frequency load shedding scheme, the implementation evaluation indices are designed, and an 0-1 integer programming optimization model of implementation scheme line adjustment is established with the induction function that considers the similarity and distribution network line load curve fluctuation. Then the flow design of the algorithm is realized. Empirical analysis based on the actual project shows that the proposed method is better than the existing methods in terms of round implementation qualification rate, stability and application time. By establishing the evaluation and decision-making system of the implementation scheme of the low frequency load shedding, the intelligent level of the implementation management is effectively improved. This has significance for the adjustment and optimization for the implementation scheme of the low frequency load shedding of the local power grid.
