| 摘 要： | 下岗职工再就业问题是石油工业发展中的一大难题。文章分析了石油企业导致职工下岗的主要原因，认为石油企业冗员的产生是石油工业生产的客观规律、经济体制转轨和社会进步的聚合反应。在此基础上，对影响下岗职工再就业的障碍－人员素质、决策“近视”、地理位置等逐一进行了阐述，最后提出了加强政策引导，完善劳动力市场，加强教育培训，开拓国外市场等对策。

| Abstract: | This paper analyzes the main causes that lead to workers being laid off discusses the factors that hinder reernployment such as low level of competence of the laid -off workers and near- sightedness in decision- making and finally presents some solutions including reinforcing the guidance of policies, perfecting labour market, strengthening education and training and exploiting overseas market. |
