在役小型液氨装备安全设计诊断

摘    要:对于未有在设计源头上进行专项审查、却已经投入生产使用的危险化学品老旧在役装备,一些省、市安全监管部门已在近年来提出了对其进行安全设计诊断的审查要求。针对小微企业普遍使用储罐作为液氨储存装备的现状,结合氨的理化性质,从选址布局、工艺装备、自动控制、消防等四个方面入手,诊断了在役小容量地上常温全压(卧)式液氨储罐装备存在的典型安全隐患;并依据国标、地方规范及诊断导则的要求,提出安全设计的对策整改措施及要点。

Abstract:In recent years, some safety regulators already made request for reviewing the safety design diagnosis of the old in- service hazardous chemical equipments which were not special reviewed. Commonly, the smaller companies would choose the stock tank for storing the liquid ammonia. According to that situation and combining with the physical and chemical properties of ammonia, the typical potential safety hazard of the small capacity of the in - service ground (lie) type liquid ammonia tank full pressure equipment was diagnosed on four aspects of locating and planning, technological equipment, automatic control and fire fighting. The rectification measures and key point of safety design according to the specification request of national codes, diagnostic guidelines and local code were proposed.
